Indian Government Announces ‘Unlock 4.0’ Guidelines
The Ministry of Home Affairs (MHA) issued new guidelines for Unlock 4.0 in all areas except Containment Zones.
On Saturday 29 th August 2020, the Ministry of Home Affairs (MHA) issued new guidelines for opening up of more activities in all areas except Containment Zones. The MHA said that they got feedback from states and UTs and after detailed discussions they have formed these new guidelines. Unlock 4.0 started from 1st September 2020.
The new guidelines are as follows:
1. Metro rail will be allowed to operate from 7th September 2020 in a graded manner. The Ministry of Housing and Urban Affairs (MOHUA) will issue details about the procedure.
2. Social, academic, sports, entertainment, cultural, religious, political functions and other congregations will be permitted with a limit of 100 persons from 21st September 2020. The people will have to compulsorily wear face masks, follow social distancing; there should be thermal scanning and hand wash or sanitizer available.
3. Open air theatres will be permitted to open from 21 st September 2020.
4. Schools, colleges, educational and coaching institutions will remain closed for students and regular class till 30 th September 2020. Online/distance learning shall continue.
5. States/ UTs may permit upto 50% of teaching and non-teaching staff to be called to the schools at a time for online teaching and other work.
6. Students of classes 9 to 12 may be permitted to visit their schools in areas outside the Containment Zones only on a voluntary basis for guidance from their teachers. Written consent of their parents/ guardians is a Must.
7. No restriction on inter-State and intra-State movement of persons and goods. No separate permission/ approval/ e-permit will be required.
8. Shops across the country have to follow all precautionary measures and practise social distancing.
9. Persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes.
10. Arogya Setu App will continue to be encouraged.
These activities will not be permitted anywhere.
1. Cinema halls, swimming pools, entertainment parks, theatres (excluding open air theatre) and similar Places.
2. International air travel of passengers, except as permitted by MHA.
Guidelines for Containment Zones
Lockdown shall continue to be implemented strictly in the Containment Zones and only essential activities will be allowed till 30th September 2020.
Containment Zones shall be demarcated by the District authorities.
